California’s Cradle-to-Career Data System Reaches First Milestones, Announces Multi-Agency Data Sharing Agreement
A transformative data system would be a neutral source of high-quality insights into student achievement and how to improve outcomes and professional development
SACRAMENTO — The Office of Cradle-to-Career Data has signed landmark legal agreements with 15 education, human service and labor entities that enable the creation of datasets on student progress from kindergarten to college and employment, one of many important first milestones that were announced at the May 11 board meeting. These milestones move toward building a transformative statewide data system that will connect existing education, workforce, financial aid, and social services data to create tools for use by students, families, decision-makers, researchers and the public.
With these legal agreements in place, it will now be possible to compile information using strict security standards, while making the data available through easy-to-use tools designed for a variety of users. The tools will be rolled out in phases over the next five years.
“Thanks to the unprecedented collaboration and leadership of more than a dozen California agencies, departments and organizations, we are now poised to create a historic data system,” Governor Gavin Newsom said. “Bringing this information together will provide a better understanding of the barriers students face and enable Californians to build a more equitable future.”
The following entities have signed legal agreements: Association of Independent California Colleges and Universities; Office of Private Post-Secondary Education; Office of the Chancellor of California Community Colleges on behalf of the California Community College Board of Governors; California Department of Education; California Health and Human Services Agency; California State University Board of Trustees; California School Information Services; California Student Aid Commission; California Agency for Labor and Workforce Development; Department of Industrial Relations Apprenticeship Standards Division; Commission on Teacher Certification; Department of Health Care Services; Department of Social Services; Employment Development Department; Cradle-to-Career Data Office; and the University of California.
The Office of Cradle-to-Career Data is currently working to acquire the technology platform that will securely house the dataset. On May 10, the state released a call for proposals that takes an iterative cloud-first approach, with the goal of selecting a vendor by late summer 2022.
“The data we receive through these agreements will form the basis for a better understanding of the relationship between education, workforce training, social services and employment,” said Mary Ann Bates, executive director of the Office of Cradle-to-Career Data. “This follows an 18-month process in which more than a dozen agencies and more than 200 community representatives worked together in 100 town hall meetings to define and define the best data system for the California.”
The first product of the linked data set will be a dashboard on the teacher education pipeline and employment outcomes for those receiving teaching credentials. This public resource will provide relevant information on teacher training and retention efforts and can help inform the effective implementation of recent $2.9 billion investments in educator preparation, retention and training.
The data system, which is a national model for an inclusive design process, took another significant step on May 11, when the Cradle-to-Career Board of Directors named 32 highly respected researchers, advocates and educators to two new advisory councils. These advisory boards will focus on bringing important ideas and contributions to the board to ensure that data tools provide actionable insights and that there are strong feedback loops for communities to support. decision-making, analysis and equitable access to information.
On June 8, the Office of Cradle-to-Career Data will hold the first in a series of Community Conversationswhere members of the public can find out about new developments and give their opinion.
In an effort to fill opportunity gaps for students as they navigate the college planning and application process, the state is increasing its investment in CaliforniaColleges.edu, making the full suite of college, career, and financial aid planning tools available free of charge to K-12 students in all school districts. Removing the cost barrier has sparked renewed interest among school districts, and the tools are expected to be used by an additional 200,000 students by fall 2022.
